A Rough translation is It is something in Tarascon (south of France) in 1959.

It is about someone who took a lawyer to execute an agreement between france and egypt dated 22 Aug 1958. (do not know what it is, see here for more infos : http://fothman.free.fr/ParPays/eg.html).

This guy is trying to liberate all his money blocked in Egypt.

This document have been redated and signed in a "notaire" room (do not know the name in english) and gone to tribunal (A judge signed it in the bottom) in the city of Foix (south of france too)

This letter, written in 1959, must be placed in its historical context, a couple of years after the Suez crisis, when France, Great Britain and Israel attacked Egypt after Nasser nationalized the Suez Canal.

This would explain that the assets of a French national in Egypt were frozen, and the France-Egypt agreement to which this letter refers must be related to the normalization of relations between the two countries after the crisis (which happened in 1956).
